The first regional legislative proposal on the creative cultural sector was presented at the initiative of Regional Councillor Gian Paolo Manzella. It is a project aimed at regulating a system linked to a sector worth nearly 15 billion euros in the Lazio Region, with more than 200,000 workers and almost 40,000 companies in the fields of design, architecture, fashion, cinema, audiovisuals, technologies applied to cultural heritage, performing arts, advertising and communication.

The main provisions of the draft law, including the creation of a specific fund, are as follows: supporting companies through regional contributions, helping companies to use crowdfunding, giving technical assistance, boosting cooperation between creative and traditional businesses, creating spaces for new entrepreneurs, providing vocational training, implementing programs to enhance creativity in schools, involving creative people in policy issues.

This proposal joins the LazioCreativo program which was set up to support the development of what is the main vocation of the City of Rome and Lazio Region.
